Japan blindsided by North's Olympic opt-out

Japanese Prime Minister Yoshihide Suga called North Korea's decision to skip the Tokyo Olympics a “unilateral announcement” Tuesday, but kept open the possibility that Pyongyang could still change its mind last minute.
